103 Requests for Board Funds

It is the policy of the Board that requests for Board funds will be accepted from qualified individuals, organizations and alcohol, drug and mental health service providers in the following manner.  First, primary local service providers (contract agencies) will submit requests for additional funding during the annual budget process except for those circumstances outlined in this policy.  Other entities or individuals may submit proposals to the Executive Director at any time.  Appropriate proposals will be forwarded to the appropriate Board committee for action with staff recommendations and considerations.  Proposals recommended for approval at the committee level will also be reviewed by the Finance Committee to determine if adequate Board funds are available; and then recommended to the full Board of Directors.
 
For this policy, Board funds which are available are defined as current fiscal year allocations which are not currently committed as well as unrestricted Board reserves.
 
Agencies may submit requests to revise their UCRs and budgets at any time due to a change in service mix that does not affect total board funds obligated for the contract.  Those revisions which do not affect total board funding will be reviewed by staff and will not require Board approval unless the revision would result in a significant shift in Board funds.
